Once upon a time, I made an ISO 19115-2 metadata writing tool that could also do feature catalogues (ISO 19110). As far as I know, it was the only tool in existence for that. I probably still have the coldfusion code for it somewhere. Unfortunately, the workplace I wrote it for has decided to replace the entire data management section of their website with something Completely Different. :( Leaving me to have to write my own fc's by hand. :((
