One problem: that housing is prohibitively and needlessly expensive in the most afflicted areas.

Supply constricted markets like #sanfrancisco #california can't make #housingfirst work if they have to pay 3x the amount a non-constricted city like #houston #texas

Houston has:
1) No #zoning code
2) Successful #housingfirst program

Why? Because ALL cities have them.

What all cities DON'T have are insane rents due to lack of housing.
