CyLove won't feed you, or save you from trouble. Anyway, the problem with #HousingFirst becomes much clearer when you imagine a hoard of slavering tax collectors wringing their hands together and declaring "Housing comes firrrrrst."
House is synonymous with prison, after all. Making sure the former does not become the latter is key, I think. When the homeless reject my amazing unbeatable deal to make them not-homeless, it might be my deal that's the problem. So most important is making it awesome to be homeless, or at least as awesome as possible. 90% of their problems come from people who are like "I want to make homeless people even more miserable" and doing just that.

🍃 Nick 🍁#HousingFirst perhaps puts too much emphasis on housing to solve the challenge, but it does say "first" which implies there are many other parts too.
I'm not convinced there is a universal/clear "first" need though.
If there was I'd be tempted to go for love. #LoveFirst. That's at least what I've been trying to offer people on the street I connect with.
(Also, a bit of money, or buy a couple of bits and bobs in the shop, hugs go down well with the people I got to know more).
