I don’t think having children should be incentivised or disincentivised. Whether and how many children are conceived should be up to the individuals concerned. Those giving birth should have autonomy over their own body.
As a woman in a couple who had unexplained infertility for 5 yrs the words of this man feel like being kicked when you are already down.
People choosing not to have kids because of climate, financial or medical concerns should not be penalised.

I saw once this "demographic bell curve" of Russia from 2010s (before the war started), marked up "surplus male population". It appeared to be from somewhere like Wikipedia and/or a University, not some fash place and was simply making the bald statement that there were that many "surplus" young men in Russia, it simply doesn't make that a big dent in the population (or prevent it from still growing to some extent) if a lot of them are sacrificed in a war. Which is exactly what has happened just a few years later..
@lemonlolita @AlexGallagher @Npars01 I think the population decline started even before that, not long after the Soviet Union collapsed (and with it any remaining safety net), I remember reading about it in 1990s, so the 2000s era demographic curve surprised me.
Certainly Putin is stealing Ukraines children, but like other oligarchs him (and his supporters) are likely also preparing for worlds where fewer people are actually needed to keep countries running (we are even seeing it in the West with the pivot to AI and companies all being run as lean as possible)
