It didn't start with the camps, it started with making the minds of the people ready for that.
It began with repeated long, fanatical rants against socialists, communists and jews, to convince a large enough part of the population that they were a threat, vermin, and needed to be taken care of.
Same happened before the slaughter in Rwanda btw... You need to dehumanize a group of people before the population accepts drastic actions against them. See what the orange knuckle dragger has done in the past 10 years: exact same idea.
And then, when they got the power in 1933, the minds of the people were ready for camps. Not for murdering yet, but the first step was to get political opponents out of the way, so every socialist, communist and critic was rounded up and imprioned. Yup, what ICE is doing now.
ICE is for Trump what the SA was for Hitler: a militia to intimidate people, to apply force and violence against opponents: threaten journalists, members of parliament and anyone who dares to criticize the Leader.
ICE may not be going after political opponents and the press, but Trump already has power and can send the DoJ after them, so that it appears to be legal.
And once the critical voices have been silenced, the dictator gets more and more wiggle room. By 1938 Hitler had sent his armies to the Rhineland, which wasn't allowed. But nobody reacted, so he went a step further, intimidated the Austrian government and annexed Austria.
Still no firm reaction from the rest of the world, so he demanded Sudentenland, part of Czechoslovakia. And because the world didn't want war, that request was -grudgingly- granted ("peace for our times").
Greenland today is basically the Sudetenland of 1938: Trump wants it, and wants to take it without a fight. If the rest of the world doesn't draw a clear line now, he'll take it and, as always, the next step will be bolder than the previous.
