It isn’t really just America it is a standard across most countries. Countries that have invaded for business interest: ie Germany, Russia, Britain, France, Spain, USA. Except they don't want to go in. Venezuelan Oil infrastructure is an underfunded, badly maintained rusty mess. Its refineries are operating at ~10% capacity, and drilling rigs have been stripped for parts. It's a big commercial risk just on the say-so of an incumbent President - their assets might get seized by Venezuela again in the future. They might if the US government guarantees their investment—effectively putting the American taxpayer on the hook if things go wrong again.
