The Director of Home and the Nine Outer Words is an antagonist with more than a world-wide power base, one she knows she cannot rule by herself. She delegates her authority through ministers she appoints as well as the Board of the Elected, maintaining civilian heads for the air, water, land, and space militaries. (One such MC for the army is the subject of the most of modern stories in the Reluctance Series except the current wip.) She even delegates property using a concept called property stewardship: Nobody owns anything permanently, and if they don't steward it properly or ethically, they can lose it. The system more or less runs itself in the direction (as The Director) she sets. Yet, there are policies she wants to ensure, the big one being that humanity does not go extinct. As the total rather infertile population has dropped from closer to 300 million to closer to 200 million, keeping little things like contraceptives legal is a recurring ethical concern she sometimes has to fight for.
