When I was still a student in the 90s, the American exchange students were very clear about the Germans being the evil ones and how a people could allow Nazis to throw the world into war and chaos. They wouldn't accept arguments that the lesson of the Nazi regime is that evil lurks within every human and that it takes effort to make sure it does not become socially acceptable to be evil.
