@VeryBadLlama This is basically Britain, regarding poo. It's a long running scandal - water companies here have been dumping raw sewage into rivers for years, because it's cheaper to pay the fines than to pay for expanding treatment capacity. And as they are expected to be largely self-policing, they used various accounting tricks to downplay the scale of the pollution, like only conducting water quality tests when they hadn't been dumping for a while.
