@ProPublica This culture is based on the Susannah principle: that women are the embodiment of sex and sexual desire, and men, driven by the instinct to breed, cannot be expected to control themselves around a woman they find attractive. Women, therefore, are expected to be modest at all times and never put themselves in a situation in which they might "tempt" a man to sin.

Consent is entirely beside the point, of course. Women are thought to "consent" merely by being alone with a man.
