Prosecutors & police say they can't arrest someone for threats of violence unless they have a weapon on them & eminent access to a specific person they threatened to harm. Too difficult to prove intent, they say.

Yet for decades they criminalized small amounts of weed and had legally defined quantities that allowed people to be charged with the more serious "Intent to Distribute".

Figuring out intent is what courts do - charge people who make threats, threats lead to violence!
