The large belt in the back was perhaps connected to a static engine, a large immobile steam engine (or even a water wheel or windmill), which delivered power mechanically to the machines on the next floor.

A shame this isn't preserved (more formally) for history. Thank goodness for your work in preserving some images of it before it all collapses from abandonment.
