[3] Realistically, nothing. Even the smallest of the Big Three has vastly more power than the combined military or economic might of the unaligned star-nations.

Shrink rays and other size reduction technology should always be unreliable. The questions of how much and how long should be open-ended.
Sure, there’s reassurance in knowing the specifics, but it’s a lot more fun narratively when there are more unknowns:
You miss the intended height, leaving you too small or too big for your original plans.
Not everything on your person gets shrunk like you expected.
The wrong target gets hit.
Everyone in the vicinity gets hit.
The dang thing breaks immediately after use.
Generally I want the option for the situation to be reversible, but that doesn’t mean it shouldn’t be frustrating, difficult, or even embarrassing.

What's more fun than drawing my own #ShrinkRay? Nothing tonight, that's for sure. It still needs a trigger, shadows and highlights, and other little details that won't be apparent once I reduce it to fit my target drawing, but boy am I having fun with it. The only problem is that it isn't real, and I really can't use it to shrink the person of my dreams and make him my tiny little personal #toy. My favorite thing about it is the different shrinking settings Icame up with. 💜💜💜
