Yes, I saw they were barrelling (jogging) down the hill toward me. I halted at the edge of the sidewalk and they just barely brushed past me with their hostile whatever it was they said even though they had plenty of room to pass me.

Not 100% certain it was mask related. Maybe they just liked to pass to the left, away from the curb, when running. But 100% certain it was hostile.
