James Elder, spokesman for the UN’s child relief agency, says that so-called safe zones in Gaza risk crowding thousands of people in inhumane conditions.

“For safe zones to be safe, they must, by law, have water, food, medical supplies and shelter.”

Elder stressed that for safe zones to provide protection, people need to be able to safely get to them.

#Palestinians said it would be extremely dangerous to distribute the #aid w/o a halting of Israeli #airstrikes, which have cont’d across the #Gaza Strip, incl’g in areas #Israel said were #SafeZones. The #UnitedStates Office of Palestinian Affairs said earlier Sat the crossing might open. It was unclear if people seeking to exit Gaza would be able to pass the other way on Sat, but the office warned of a “potentially chaotic & disorderly environment” w/ many people attempting to cross if it does.

#UnitedStates ofcls waited to announce President #Biden’s travel to #Israel until they received commitments from PM Benjamin #Netanyahu on a #humanitarian package Mon night. Once SoS #Blinken got the assurances during a marathon meeting in Tel Aviv, he made the announcement.

During a 7½-hr meeting, Israeli & US ofcls set up separate rooms & passed papers between the 2 sides, negotiating over humanitarian issues including getting #aid into #Gaza & creating #SafeZones for #Palestinian #civilians.

#Blinken said the #UnitedStates & #Israel have agreed to try to find ways to get #humanitarian #aid into #Gaza & to consider ideas for setting up “#SafeZones” that would be off-limits from #Israeli #strikes.

On #Biden’s visit, Blinken said, “He is coming here at a critical moment for Israel, for the region & for the world.” The president’s plan means it is unlikely that Israel will start its #ground #offensive against #Hamas in Gaza before Wed.

#UnitedStates ofcls declined to criticize the order, but said DC is seeking to work w/ #Israel, #ICRC & #UN #relief agencies to establish the #SafeZones.

“Everything about being in #Gaza is dangerous,” a State Dept ofcl said. “We think the best option is to establish a safe area.” No further details were offered & it wasn’t clear how such a plan could be implemented. In a statement, the ICRC said it wouldn’t be able to assist “in such a massive displacement of people in Gaza.”

@david_megginson I think the issue is that it's not "many people" that don't feel safe but rather the already marginalized. So they the remain marginalized, even more since they can't/won't participate in #safeZones
