It could be decades more. A generation or 2 will pass.
Many towns/cities along Ol' Miss - in northern areas ended up moving out of flood zones.
Those are examples.
Easy for leaders to kick the can. A few lost lives isn't enough to move a city. They will continue the band-aids, add another pump or 3.
Just like intersections where it takes many deaths - or the death of a directly related leader - before they change the intersection.
