The reasons for homelessness are probably uncountable and I guess that those people exist in every country.
But #criminalizing homelessness by itself and making life for those people intentionally hard and uncomfortable is something where the USA gathered "reputation" and could do much better. Some countries support #homeless people with shelters when it's too cold to sleep outside or with many other things. With #humanity in mind people can be treated much different than in the USA.
