Oh cool, the California DMV just made it impossible for everybody who doesn't have a cell phone or a computer to do business with them. They moved most services to web-only. You need a cell phone to sign up for their web site (it sends codes to your cell phone), and of course you need a computer to get to their web site duh.

All part of the process of making sure that only the *right* people (i.e. young techies) can have a car or a driver's license.
