"The agency has come under massive, massive attack," he told the David Hearst Podcast.

"We have had 391 personnel killed. A few weeks ago, our main headquarters in Sheikh Jarrah was stormed, demolished and set on fire, with officials from the government and parliament expressing jubilation and even arguing over who should take credit.
"We have also faced a massive disinformation campaign. We have had legal cases and three laws passed to try to dismantle us. So yes, there is deep frustration and disappointment that a UN agency has been so blatantly crushed without real action from member states or the international community. The attack on us has taken place with total impunity," he added.

Israel was admitted as a UN member state in 1949 on the condition that it recognise Resolution 194, affirming the "natural and legitimate right" of Palestinian refugees to return to their homes and receive compensation.

But Israel's campaign against Unrwa is aimed at undermining that right of return - a core issue in final status negotiations - as it is the only UN agency that recognises Palestinian refugees and their descendants.

However, Lazzarini stressed that even if the agency were dismantled, the status of Palestinian refugees would not be affected.

Nel maggio 2025 un drone israeliano ha colpito Mohammed Yasin Suhaib Al-Farra mentre camminava lentamente, da solo, verso casa sua a Khan Younis. Aveva la paralisi cerebrale e un’andatura compromessa da un incidente infantile. L’esercito israeliano lo ha definito «sospettato di fungere da palo di avvistamento per attività militanti». Haaretz ha pubblicato la documentazione medica. Sette suoi familiari erano stati uccisi in un raid precedente, tra cui il padre e quattro sorelle.
Nel luglio 2024, Mohammed Bhar, 24 anni, con sindrome di Down e autismo, incapace di muoversi senza assistenza, era rimasto nell’abitazione di Shuja’iyya, quartiere di Gaza City, dove l’unità israeliana ha fatto irruzione il 3 luglio. Il cane da combattimento lo ha aggredito al petto e alla mano. I soldati lo hanno separato dalla famiglia promettendo cure mediche. Quando la famiglia ha potuto rientrare, una settimana dopo, ha trovato il corpo in decomposizione sul pavimento con un laccio emostatico al braccio.
Questi non sono incidenti. Sono casi documentati in un contesto in cui le persone con disabilità non possono obbedire agli ordini di evacuazione, non possono spostarsi in tempo, non possono dimostrare la propria innocenza prima di essere colpite. L’UNRWA, nel Rapporto 215 aggiornato al 31 marzo 2026, documenta 34.251 persone con disabilità assistite psicologicamente nella Striscia dall’ottobre 2023. È la dimensione misurabile di una popolazione che il sistema militare israeliano continua a classificare, caso per caso, come minaccia.

In May 2025, an Israeli drone struck Mohammed Yasin Suhaib Al-Farra while walking slowly, alone, towards his home in Khan Yunis. He had cerebral palsy and a gait compromised by a childhood accident. The Israeli military called him “suspected of serving as a lookout for militant activity.” Haaretz published the medical documentation. Seven of his family members had been killed in a previous raid, including his father and four sisters.

In July 2024, Mohammed Bhar, 24 years old, with Down syndrome and autism, unable to move without assistance, remained in the Shuja’iyya apartment in Gaza City, where the Israeli unit raided on July 3rd. The combat dog attacked him in the chest and hand. The soldiers separated him from his family, promising medical care. When the family was able to re-enter, a week later, they found the decomposed body on the floor with a tourniquet on his arm.

These are not accidents. They are documented cases in a context where people with disabilities cannot obey evacuation orders, cannot move in time, cannot demonstrate their innocence before being struck. The UNRWA, in its updated Report 215 as of March 31, 2026, documents 34,251 people with disabilities assisted psychologically in the Strip since October 2023. It is the measurable size of a population that the Israeli military system continues to classify, case by case, as a threat.

The Israeli military, regarding the death of Mohammed Yasin Suhaib Al-Farra, stated that the target had been “identified as a monitored terrorist” by Israeli troops. Haaretz published the medical documentation of his cerebral palsy.
