WHAT are they authorised to issue? → Decentralised PKI answers this. Verifiable Data Registries store governance authorisations, accreditations, and credential schemas

2️⃣ dPKI via VDRs: DID resolution + authorisation query:
"Is this institution authorised to issue MyAcademicID?"

Cryptographically verifiable response without contacting the issuer.
