The Hybrid Model separates two fundamental questions:
WHO is issuing? → Classical PKI answers this. X.509 certificates from Qualified Trust Service Providers establish legal entity identification with full legal certainty
WHAT are they authorised to issue? → Decentralised PKI answers this. Verifiable Data Registries store governance authorisations, accreditations, and credential schemas
