The Hybrid Model separates two fundamental questions:

WHO is issuing? → Classical PKI answers this. X.509 certificates from Qualified Trust Service Providers establish legal entity identification with full legal certainty

WHAT are they authorised to issue? → Decentralised PKI answers this. Verifiable Data Registries store governance authorisations, accreditations, and credential schemas

Two-stage verification. Both layers required for trust.

3/6 ✅ SOLUTION: Hybrid two-layer architecture

LAYER 1 - Classical PKI:
• X.509v3 certificates for legal entity identification
• Compatibility with existing PKI infrastructure
• Familiar trust mechanisms for IT teams

LAYER 2 - VDRs/EBSI (dPKI):
• Governance authorisation in verifiable registries
• DISINTERMEDIATED verification (no "phone home")
• Automatic cross-border interoperability via EBSI Trusted Issuers Registry

🧵 Why wasn't classical PKI sufficient for European digital credentials?

DC4EU validated the answer: HYBRID model combining classical PKI + Verifiable Data Registries (VDRs) powered by EBSI.

📊 28 institutions across 10 European countries successfully implemented this approach in Pilot2.

Documented classical PKI limitations:
→ Cross-border interoperability requires bilateral agreements
→ "Phone home" enables credential usage surveillance

🔒 PRIVACY-PRESERVING ARCHITECTURE

DC4EU validates privacy-by-design:
✅ Information Disclosure: Users control attribute sharing
✅ No "Phone Home": Real privacy
✅ User Wallets: Device storage, not central databases
✅ StatusList2021: Privacy-preserving revocation
✅ GDPR Compliance: Technical enforcement

Decentralised trust - Verifiable Data Registries
No single point of control/failure
Fundamental rights into architecture
