I don't think we ever recorded; it wasn't the norm at the W3C at the time, and not even common now afaik. But maybe at the kickoff TPAC? I only knew TweetDeck back in the day and how one could delegate permissions to other accounts. How would that work here?

The group that actually worked on standards was the #W3C "Social Web Working Group" (#SocialWG, closed in 2018). That being said, the "incubator" is influential, for sure.
