Something clicked in my brain when I remembered about Project NOAH.

Discaya admitted that when she was in DPWH, flood control projects started in 2016. The year Duterte started.
In 2017, under Duterte administration, the government shut down Project NOAH due to "lack of funds".
Project NOAH was a disaster prevention and risk mitigation program under Department of Science and Technology.

Knowing what I know now, this looks deliberate.

No Project NOAH = out of sight, out of mind kinda situation = they can do whatever they want with the flood control projects.

Ok, fine. You can call me a conspiracy theorist if you want. 🙄

Ulie is a foster mom. As young rescued owlets are brought to the Coachella Wild Bird Center, they are placed with Ulie who is the first step in the process of raising and fledging them. She starts the process of teaching the early juveniles how to be an owl, and ultimately rejoin the circle of life in the wild.

Ulie - Great Horned Owl

This is the heart-warming story of Ulie, a great horned owl. As pictured (first above), Ulie is a female estimated at over 20 years old. A number of years ago, Ulie injured and lost a wing. She was rescued, and cannot be released back into the wild. She, however, is not wasting the rest of her life just perched and getting older. Ulie is a foster mom.
