Something clicked in my brain when I remembered about Project NOAH.

Discaya admitted that when she was in DPWH, flood control projects started in 2016. The year Duterte started.
In 2017, under Duterte administration, the government shut down Project NOAH due to "lack of funds".
Project NOAH was a disaster prevention and risk mitigation program under Department of Science and Technology.

Knowing what I know now, this looks deliberate.

No Project NOAH = out of sight, out of mind kinda situation = they can do whatever they want with the flood control projects.

Ok, fine. You can call me a conspiracy theorist if you want. 🙄
