#OttCity has a survey out about the review of their special events bylaws which includes one place (Question 30) for an open-ended survey response where you can encourage them to require free supervised bicycle parking for all larger events:

The only reason Bluesfest started having #OttBikePark is because the City was considering making this a requirement the last time they updated this bylaw (but eventually decided not to require it)

We have officially parked 100,000 #OttBike at @ottawabluesfest in our 16 years since 2006! Congratulations to ...and to our many #OttBikePark #bluesfest volunteers! Congratulations to Mike Cyr, a long time Bike Park user!
We will be parking our 100,000th #OttBike at some point tonight in our 16th year at #OttBikePark! So far this year, the awesome Bike Park volunteers have parked over 1,000 bikes every single night!
On Friday night the awesome volunteers at #OttBikePark parked our most bikes EVER (1,361) in one night at #OttawaBluesfest! Lots of Weezer and Billy Talent fans ride bikes, it seems. The pick-up lines were long, but moved fast: people told me 10 minutes. In the first 3 days we've parked—and retrieved—over 1,000 bikes each night! It's free, but many people are generously donating to Bike Ottawa and Blues in the Schools. Still a few days away from our 100,000th all-time #OttBike!

Charles Akben-Marchand, area leader of the bike park at RBC Bluesfest, has been watching over the festival's bikes for 16 years and says his system for parking bikes has been called "the most efficient thing" in Ottawa, helping his teams through the years to park almost 100,000 bikes in total.
