It’s hard to imagine whose interests are actually being protected by the current approach to Agency secrecy: The Agency chiefs or Client-Stakeholder-Taxpayers.

As rightly stated, the empowerment of the average Client-Stakeholder-Taxpayers does not empower the Scammers that are already aware of the loopholes.

In fact, I would question, is the failure to empower effectively a breach of Privacy obligation.

The seemingly ‘invisible’ and passive approach would also suggest an unwillingness to actively deter scammers.
