Australia needs to stop targetting 'thought-crime' as a criminal matter.
'Thought crimes' should only lead to counselling and deradicalisation programs.

What Australian Intelligence should focus on is monitoring the movement of equipment and materials; and implementing restrictions and controls that make movement more predictable.
