6 am Wednesday: JIC says Guam remains in COR 1, Sinlaku downgraded to typhoon

#Guam remains in Condition of Readiness 1 as #Typhoon #Sinlaku continues to bring wind and rain to the island as of Wednesday morning.

Installation access points are closed, with the exception of U.S. Naval Hospital Guam.

According to observation sites, gusts of 130 miles per hour were reported at Saipan as the eyewall made landfall, NWS said.

I wonder if FEMA sent a team ahead of time to Guam and CNMI ahead of Typhoon Sinlaku. Although, is FEMA even still a functioning government agency at the moment. Like American Samoa, both Guam and CNMI is in FEMA Region 9.
