Federal shutdown causes flood insurance lapse

Around 15,000 properties in Lafayette Parish are insured through NFIP.

FEMA blew through half its annual budget in the first week of the fiscal year (see upthread).

And now there's worry about the National Flood Insurance Program, which is nearly broke also:

"The emerging view from several lawmakers and staffers is that #NFIP claims spurred by #HurricaneMilton and last month’s #HurricaneHelene will likely exhaust the program’s nearly $5 billion in funds and force it to tap $9.9 billion in Treasury borrowing authority."

@tmstreet That's been an ongoing question regarding the National Flood Insurance Program for a while now. At what point should we stop paying people to rebuild, and instead pay them to relocate? https://blogs.law.columbia.edu/climatechange/2019/01/22/breaking-the-cycle-of-flood-rebuild-repeat-new-white-paper-from-the-sabin-center-and-the-natural-resources-defense-council/

Breaking the Cycle of “Flood-Rebuild-Repeat”: New White Paper from the Sabin Center and the Natural Resources Defense Council - Climate Law Blog

By Dena Adler Since September 2017, Congress has kept the National Flood Insurance Program (NFIP) afloat with a series of short-term extensions, repeatedly punting on a valuable opportunity to issue a long-term reauthorization and reform the program to better protect communities from the increased risks of flooding spurred by climate change. But  the federal government […]

Yet the myth remains. Blame the Gulf Coast. Raise THEIR rates. Let their premiums pay for a supposedly national program. #NFIP #FEMA How many across the country are told, hey, you need to get flood insurance? I've paid flood premiums for over 45 years. Out of those years, 27 were in a flood zone. 1 claim, because #AaronBroussard shut off the pumps. Not in flood zone now, yet they raised my rate. Why? Floods happening all over, yet only some areas are made to pay.

There is very little #flood #insurance across the nation:

"In California, only about 230,000 homes and other buildings have flood insurance policies, which are separate from #homeowners insurance. That means only about 2% of properties are covered against flooding. The federal government is the insurer for the bulk of them – about 191,000 as of December."

And that program is broke.

In soaked California, few homeowners have flood insurance

ACAMPO, Calif. (AP) — On Sunday morning, Kyle Starks woke up to floodwaters that reached the door of his Jeep after yet another heavy rain storm drenched California. Emergency crews showed up with boats to float Starks and other residents of his rural mobile home park in Acampo to safety.

Agent-based model estimates $10bn in positive societal benefit from risk-based premiums in National Flood Insurance Program (due to incentivizing risk reduction) by 2050. Benefit would be enhanced ($26bn) by pairing with large-scale adaptation measures, which would also help mitigate equity concerns.

How the USA can benefit from risk-based premiums combined with flood protection - Nature Climate Change

The National Flood Insurance Program is a key tool for managing growing flood risk in the USA. This research shows that premiums based on local risk, rather than national averages, will generate large societal benefits, and investments in large-scale adaptation infrastructure will enhance these impacts.
