I'm working on a paper about developing a *Civic Learning Network* for interacting with the open knowledge web in urban contexts. I outline federated CLNs between cities and connecting to the Fediverse social web interoperably. The paper emphasis is on free citizen access to open knowledge as part of a technosocial contract.
