Is this a flaw or a feature?
The problem with under-reporting fugitive emissions is well known due to the baseline average methodology that does not include site measurements or satellite measurements.

Australian🇦🇺 Climate Change Minister Chris Bowen needs to adopt accurate fugitive emissions reporting methodology as part of regulations for coal and gas mines, to avoid the perverse outcome of some of Australia's largest Coal mines being allowed to increase emissions to 2030 and receive climate credits worth up to $180 million under the #SafeguardMechanism.

Calculations are good as an initial estimate - and of course #FossilFuel companies are going to lowball that estimate - but especially in the case of leaks (which is where this #methane comes from: #FugitiveEmissions there is nothing like an actual measurement.

Scientists develop a newer, more accurate method for calculating methane emissions from offshore oil and gas production that suggests the United Kingdom severely underestimates its greenhouse gas emissions. Researchers conclude that as much as five times more methane is being leaked from oil and gas production than reported.
