Today I renewed my driver's licence, and kept my headwrap on for the photo.
Ten years ago they made me take it off because it's not *required* by my religion.
This time I just had to sign a declaration saying I wore a head covering for religious reasons (and they even accepted my crossing out the bit that said it was a requirement).

Somewhat to my surprise, they were uninterested in my headwrapped passport (which says "holder wears a head covering as part of normal attire"), but seemed in sympathy with my argument that a licence photo should show how I actually look.
