In my experience, the best person to improve the onboarding experience is the one currently going through it. #CurseOfKnowledge means that the devs who already know how everything works won't be able to anticipate all the questions new hires will have.
We use an internal wiki and we have an onboarding page. The page explicitly tells the new hire that they are encouraged to edit the page to improve the process for the next hire.
We incrementally improve each time.
