Looking at discussions.apple.com, Tahoe appears to have a similar issue (whatever Apple did to the ATC firmware) starting with 26.0.1. Curious if Apple will take care of this with a future update.

So, the macOS Sequoia 15.7.2 update caused issues with the USB-C connection from my MacMini M1 (2020) to my Dell U3425WE (link flapping every few seconds) which worked fine up until 15.7.1.

Quirk: In the monitor settings, set Display -> TB Daisy Chain to "optimized" (was set to standard), monitor works again. Oh my. 🙄
