This is the Rub el Hizb, a symbol used to denote the end of a verse or chapter in the Quran to facilitate its reading. The yellow circle represents Allah because he is the middle of everything. The blue is heaven, and it is level with the eye signifying its solidity. The red is hell, and it is intertwined with heaven, representing their everlasting struggle.
