Just released: Sidewalk Priority Toolkit #QGIS plugin has has been published. It includes 10 algorithms all with the focus of helping create a heatmap to find the highest priority locations around a city for projects. It was built with sidewalk funding in mind, but works for other things.

You have to enable "Experimental" plugins for now to find it.
