@tess I feel like drastically reinterpreted is the only feasible path. Private citizens aren’t allowed to own nuclear warheads, so there clearly is some limit to the armaments allowed under current interpretations, and we need to move that legal opinion over so it doesn’t cover weapons capable of killing large numbers of people in moments.
