1/ it's measurable deserved from the person's own response which was too quick / erratic / evidently indicating their level.

I have friends, many types, traveled all the world & from those experiences (yes limited compared to #natives) I can say there is a lack of travel, less #mix of #nations, lack of #emotion/#empathy, inexperience in emotional intelligence etc. #Slavic
Western side were also crap at this 20years ago perhaps before it was made into a business model like #telephone #support or code of #conduct in offices (I'm not sure you have these even today).

So while Russia (or whoever you want to look at) is different in last 10-20 years, these strict controls + lack of foreigners = people who never saw or talked to a black or Japanese person before - it's measurable.
I've asked them "how many have you met XYZ"... "0 / none!"

Like seeing a new animal it's normal to laugh and say "what type of human is that- haha" or "caring?!? haha' it's just new and instinctively people have to react - same with online - it can be seen as being a weak / gay etc because it's just new to some types or not on their narrow mission list (food money beer etc)

It turns out the same if people with a lot of money can be tolerated (which also means buying some 'respect' / freedom and just bribing / paying people to get things done or not done) no matter where they are or what they do.

@vazinoc Agree - that is the difference from Russia and many places, even if it's just the luck or people elsewhere who somehow has the time, space, money to study & dreams towards anti-authoritarian new world. That's the #difference.
