Yes. I think that's the government's point. They picked out somebody to make an example of them. The more harmless the victim, the more powerful they seem. (But only if their prosecution is successful.)

Seriously, this doesn't seem to make sense at first.

I've seen people make much stronger criticisms of ICE than the article reports John Doe made. They're trying to make an example of him by saying even the slightest criticism won't be tolerated.

Classic totalitarianism and fascism.
