If you are worried abour food security you would be better off banning biofuels produced from primary crops, putting solar on the tiny fraction of the land to generate the equivalent amount of power (see below) and then growing food on the rest.

Of course we should be doing rooftop and carpark solar too, but that's simply because it's good sense.
