I thought this talk was interesting. He is arguing that private companies are chasing relative profits. So the lower cost of generating electricity from solar, won't translate into a transition from fossil fuels if fossil fuels still have higher profits. And unfortunately fossil fuels can still have higher profitability because they can manage price volatility better.
It reminds me of farming. There are upfront costs to creating the field (agricultural or photovoltaic), but then you are at the mercy of global markets. Also like with farming, there is not a huge barrier to entry except that inherent uncertainty.

Yet another reason to shutter coal power plants for good.
