Hey, EU-savvy friends. Vueling lost my baggage on a recent trip. I'm trying to file a claim with them, but the only path to do so is via their chatbot, which only produces this error:

How do I open a complaint with the EC about this?

@pluralistic canonical help https://europa.eu/youreurope/citizens/travel/passenger-rights/air/index_en.htm
There are lots of ambulance-chasing keyword-squatting services which take a large commission but make it easy.
@celeduc So that is how to complain to the airline, but in this case, the airline's own complaint system has been replaced by a chatbot that doesn't work. I need to know how to complain ABOUT the airline, to the EC.
@rainer No, this is what they say about how to complain to the airline. The airline has replaced its complaint process with a chatbot that only says "Page not found." I need to know how to complain about THAT>
@pluralistic @rainer I think they probably do not need to offer any „complaint process“. On the EU website it says „If you want to file a claim for lost or damaged luggage, you should do it in writing to the airline within 7 days, or within 21 days of receiving your luggage if it was delayed. There is no standard EU-wide form.“ If the airline does not respond to your letter, then you have grounds to complain to the EU, I guess.
@pluralistic @rainer Also, IANAL, but may be you already have reason for complaint, because according to EU law, on the website‘s imprint they need to provide an e-mail. I guess if they reply to this e-mail that it is not monitored and you should use a chatbot instead, that it is in violation of that law (if not of the letter at least of the spirit). You could take them to court or go through a dispute resolution body: https://consumer-redress.ec.europa.eu/dispute-resolution-bodies_en?prefLang=en&f%5B0%5D=adr_origin_cty_vocab_adr_origin_cty_org_assoc%3Ahttp%3A//publications.europa.eu/resource/authority/country/ESP#oe-list-page-filters-anchor
Dispute resolution bodies

The dispute resolution bodies listed on this site all offer out-of-court settlement procedures for consumer disputes. They have all been approved by the national competent authorities as meeting quality, impartiality and fairness standards.

@pluralistic Why don't you click on the "contact us" link at the bottom and ask your question to the European Commission? https://european-union.europa.eu/contact-eu_en I am sure you will receive a very complete and correct answer on how and where to complain about the airline if there is an appropriate contact point at the EU level.

@pluralistic iirc you have to bring it to the "competent" national authority https://www.seguridadaerea.gob.es/en/consultas however... any claim has to be presented to the airline first. Although their website is *deliberately* borked to deter claims, the best way is to send overnight mail via Correos "burofax" to Vueling's address (Viladecans Business Park, Edif. Brasil, Carrer de Catalunya, 83, 08840, Viladecans, Barcelona) That's the first thing an ambulance chaser would do for you.
Contact us | AESA-Agencia Estatal de Seguridad Aérea - MTMS

@pluralistic the complaint over *process* would also have to be addressed first through the national authority, and then... after they ignore it, sue the airline and the national authority in Brussels.
@pluralistic burofax is the official overnight nastygram with legal effect. Your PDF + credit card => https://www.correos.es/es/en/individuals/send/national-deliveries/documents/burofax
Nothing else ever elicits response.

@pluralistic Depends on the country, as the EC is unlikely to be responsible for this. In Germany the "Verbraucherzentrale" would help. Given they sit in Spain, not sure what applies there - I guess the place to file a complaint is https://portal-cec.consumo.gob.es but I am not sure.

Practically though, the chatbot is not the only way. Send an email, a letter, or even a (yes, really) fax. A good keyword to find usable addresses is "imprint" or "Impressum".

@pluralistic Did some more digging. Spanish law too requires a working email address (and no autodenyer). Did you get a PIR number at the airport when you reported the loss?

Other than that, in addition to the above, the best way to contact the company is so called Burofax whatever that is. You can also direct complaints for specific cases like this to the AESA which is responsible for airline passenger rights.

@divVerent thanks!

@pluralistic @divVerent

Retorical questions...

Have you gone to an airline rep or office at an airport? One that is personneled by humans?

Or a travel agent for the airline?
Or perhaps a hotel concierge (who may have had to do this before)?

Do you have a pitchfork and a torch?
Or is that in your luggage?

@pluralistic @divVerent

Vueling acc to wikipedia is spanish. What were your endpoints?

The thread says that you have a Dutch phone number.

Well, this is an intrigueing moment in the history of enshitification.

@pluralistic @divVerent

Your endpoint wasn't Brazille, perhaps, was it. I mean the movie, not the country.

@pluralistic https://www.vueling.com/de/wir-bei-vueling/kontakt shows a mailing address and lots of phone numbers. I would use their contactus@ email and also make a phone call, and if nothing else works, send a letter. Do not do phone only as that is off the record and you need something on the record here.

@divVerent Their phone hold queues are 4-5h long, so a call is not in the cards.
@divVerent And it turns out that their email address just tells you that it is not monitored and advises you to use their chatbot.
@pluralistic Keep that response, it is crucial for the complaint. I guess the Spanish consumer board website I posted in 1/2 is the way to go.

@pluralistic Around 12 years ago, I lost my baggage on a multi-stop flight through CDG. Although the airline responded (in an automated way), they obviously spent no efforts in actually finding the baggage. Apparently, it was considered cheaper to just pay the damages.

I didn't give up at this point, but looked up all subcontractors for baggage handling of all involved airports. I sent e-mails with a detailed description of my baggage to them. Surprisingly, I actually got responses by humans - and one of them was even able to track down my baggage! A few weeks later, I had it back in my hands.

Wonder if that still works in today's world of deteriorating service quality, but I'd definitely give it a try.

@pluralistic
EC complains about airlines are handled by the respective government national enforcement bodies, which do exchange complaints if a different one turns out to be responsible.
Here's a list of them with website addresses (sadly I only know the PDF link). Hope it helps.

@tonanio @pluralistic lol what is "Holland" and is that supposed to be a Dutch phone number? 🥴
@thijs @tonanio @pluralistic that is 9 out of the 10 needed digits. It should be +31-208081295 then if it is in Amsterdam
@pluralistic write a letter, have it signed for on receiving, the rest is just designed to keep you busy
@pluralistic Did you get a Property Irregularity Report (PIR) before leaving the airport?
@pluralistic AI is a bitch, but your approach will probably not get your luggage back.
@pluralistic no idea but I believe in the power of writing letters
