I do like it, but it does show a weakness to disabled parking (or parking in general) attached to specific buildings and business...
If that entrance is closed, then no one can use it and hence won't be using the handicap parking; or the parking lot with the van parking gets closed because the business is closed/remodeling/etc but the van parking is still needed for the neighborhood or building. For example: the farmer's market or bar that borrows the bank building's parking lot
A really large business may have way more (or less) handicap parking assigned due to being based off the maximum size and use plan of the building rather than the event, which leaves empty paving everyone - including handicap people - have to walk around.
tl dr;
Handicap parking should probably move around with pop up events and construction; and have hours to match the businesses and neighborhoods they serve.
