If the Toots is all Text what is the reason for adding Alt Text to the Toot, I just do not understand why if they cannot read the all Text they would be able to read the Alt Text?

It's not text, though, it's an image which a normal text reader cannot read.
@lyndamerry484 @rbreich @JugglingWithEggs To someone who uses a screen reader (e.g., someone with low vision or someone who is blind, etc.), an image with text in it looks like this:

Alt text that describes the image and includes and text in it is read out by the screen reader so the person can experience it like you can using your eyes. So, instead of the above, which contains no information about the image, with alt text the image looks like this:
[description of image including any text in it]
@lyndamerry484 @aral @rbreich @JugglingWithEggs Screen readers look at any existing alt-text filled in manually, preferably before posting, and then read it out loud. They can't look at an image and see like sighted people can, so sighted people should put in what they see (for example, as if telling someone over the phone) in the alt-text field.
Screen readers don't see any alt-text in Robert's image because he hadn't put any on there before posting. So, in the case of Android's screen reader TalkBack, it gets read out loud as "No description".
We know there is something, but people who rely on screen readers can't know if there is no alt-text to be read out loud by the thing that they rely on.
@rbreich is this actually true? What shall "social uplift" be? Is Education, Healthcare and Public Transportation counted as such? I would.
Maybe there is a lot of misinformation but a quick search resulted that each of this points alone has a budget comparable with defense spending. Combined it's therefore much more than Military.
I see something around 13% of the federal budget goes into defense. Therefore the majority is not. So can you explain what this quote should actually be about?
@janvenetor @rbreich many questions result from that as well. I highly doubt that this is a correct comparison. Germany bought F35 for 300 Mil. Each... But that's not the bare metal. It includes all the operational cost as well. Operating a school is also much more expensive than just the bricks.
We could talk about efficiency but that's a point for both so
Let's assume the cost are just that high. Should military capabilities be removed? Again most of the money goes not into military already

Germany and all of western Europe decided to have less military capabilities and spent the money elsewhere instead. Ukraine even gave up it Nuclear Weapons... In retrospect maybe also not the best decisions.
That's the struggle of decisions making. It's always easier to point out mistakes afterwards.

I mean cool quote... but what's the reason to post something like this. Is what this quote is saying actually true for the USA (or any Nato member at all)? Because it doesn't appear to be the case from my POV.

I don't know the specifics of the budget off the top of my head, but earlier in the speech, MLK talks about how the "poverty program" had been started a few years earlier, but with the buildup of the Vietnam war, the program was "eviscerated".
We have seen cuts or attempted cuts in the USA recently, affecting Healthcare, National Parks, Libraries, Museums, Education, and other areas.
@shannonkay As described, I searched for the numbers of the three examples above and found each of this sectors had similar budgets as the military in the last years. Of course no individual program in any area will have a higher budget than all of defence spending combined.
Yes it would be nice if less money could be spent in defense, but I explained in other comments how I don't think it's an easy thing to decide what the exact numbers should be.
