One tip that I have found really handy: You can have nested families of tags. So to use a US location as an analogy, you could have a Tag of #USA/Vermont/Chittenden/Burlington for the city of Burlington, Vermont which is located in Chittenden County. In so doing the tags for the country, state, county, and city all exist as separate but connected tags. You can make it is coarse- or fine-grained as you need, of course (:
