Yes, it is. There is an entire documentary on how missionaries have been successfully implementing their theocratic beliefs, including anti-queer ones, in Uganda.
(There may even be a watchable version with hardcoded non-English subtitles on YT right now, but I wouldn't know anything about that.)

Wonder when the Ugandans will realise they're still under the colonial yoke - the English introduced the Penal Code into their colonies in the 1800s; so many of their former colonies' criminalisation of alternative sexuality is based on this.
Seems Ugandans haven't figured that out yet and still think of themselves as a colony, while all the other former English colonies have moved forward towards more enlightened policy.
Then again, it helps kleptocrats to keep people divided.
