Arguments about disability and what work he has done aside, it seems pretty clear that he is being paid for the sale of his company. Insanely stupid and self-defeating. You want to attract as many users as possible, because not only do you get better advertising bucks the more eyeballs you can deliver to the ads, you're also for sure selling your user data to everyone who wants to buy it.
At this point everyone knows what Twitter is. You won't reach meaningful new audiences by advertising that you exist. Instead the driving force for new signups is seeing Twitter being used in a cool way, and deciding you want to join in.
He fundamentally does not understand the social media business model. The customers are the advertisers, the product is user data.
He thinks the product is the website and the customers are the users. That it's 2003 again and profitability is found by gatekeeping access. He genuinely has no idea what he's doing and he's firing everyone who tells him so.
