So today I learned that if you live in an Alberta municipality but are overseas during the election, you functionally can't use a mail-in ballot due to the requirement of having a witness who is also eligible to vote in the SAME election - not just another Canadian or Albertan.

Worth noting this is not a requirement for Federal or Provincial elections, it is clause 77.2(3) and (4) of the Local Authorities Election Act
