#UniversalSuffrage is not a useful metric. People in many countries can be drafted into the military, be subject to capital punishment, enter into contracts, and/or own land in their own name yet still not be allowed to vote.

Democracy appears to develop organically in insular human communities; we do not have an origin point. The earliest proven I know of is 6th centrury BCE, Vaishali, India.
