Mandelson gave highly confidential state secrets at a time of huge international financial turmoil to a foreign financier. He was also being given advice/ instructions from this financier to action our Government's policies for his financial advantage. He would have been aware that the financier had close links with foreign Governments.

A raven on a rusty old cannon
It was the first time I'd ever seen a raven. I was taken aback by how big it was and the macabre croaking and gulping noises it made.
Years later I learned how spooky smart these birds are. Back in the 60s one of them stole the Crown Jewels from a state-of-the-art (think James Bond-level gadgetry) security system. Nobody knew who did it for months.
